EXPERIENCE, RESPONSIBILITIES AND CONTRIBUTIONS

 

As Mayor of the Village of Ossining, NY – 2007 to present (previously Trustee of the Village of Ossining, NY – 2005 to 2006), I am the official head of a village of 25,000 residents in Westchester County and a Commissioner of Police. I preside at all meetings of the Board of Trustees, which has fiduciary responsibility and the power and authority to make, publish, alter, modify, amend, and repeal rules, resolutions, regulations, local laws, and by-laws, and sit ex officio on all committees of the Board. I chair the Board of Commissioners of Police. This is a part-time, essentially volunteer position.

 

As Executive Director of New York Chapter of the National Academy of Television Arts and Sciences – 2001 to 2005, I led a twenty-four hundred member association of television and internet broadcasting professionals of all disciplines in New York State and Northern New Jersey.    Operational contributions:

·         Create and implement annual budget, reporting to Executive Committee and Governors.

·         Supervise bookkeeping and annual audit, staff, member-volunteers, and interns.

·         Administer staff health plan, 401. k. and 403. b. pension plans.

·         Spearhead membership drive and fund raising.

·         Represent Chapter in all transactions with television industry, the National Academy, and nineteen other chapters.

·         Negotiate and administer all vendor contracts.

·         Coordinate all activities of the Officers and Board of Governors and of all committees.

·         Direct annual Governors and National Trustees elections, creating all printed material, overseeing ballot counting.

·         Publish and contribute to the periodic news magazine, Sweeps; supervise and contribute to the website.

·         Executive Produce NY Regional Emmy® Award Galas

·         Produce Silver Circle Honors Galas and Emmy® Nominations Breakfasts.

·         Produce or supervise production of all membership activities and events.

·         Oversee Emmy Awards entry and judging process.

 

As Executive Director of the Foundation of NY NATAS – 2003 to 2005, I administered all activities of small not-for-profit whose purpose is wholly to provide and support educational opportunities in the media industry. Operational contributions:

·         Direct the fund’s scholarship program.

·         Represent the Foundation in all transactions with educational institutions, donors, and vendors.

·         Serve as resource for faculty and students of media studies and liaison between the educational and professional media communities.

·         Raise revenue and direct investments of the fund’s assets.

·         Supervise bookkeeper and annual audit.

·         Coordinate all activities and meetings and handle all correspondence of Officers and Board of Directors (separate and distinct from that of the NY NATAS).

 

 

As National Negotiator of American Guild of Musical Artists (AGMA) – 1999 to 2000, I negotiated collective bargaining agreements and pursued grievances for the Guild’s 5000 members throughout the United States.

 

As six-term elected Business Agent of Motion Picture Editors Local 771 of the International Alliance of Theatrical Stage Employees (IATSE), I led the union of film and videotape editors, librarians, and technical directors with jurisdiction from Maine to the Carolinas.  Operational contributions:

·         Chief negotiator and administrator of all collective bargaining agreements.

·         Represented the Union in all transactions with employers.

·         Organized motion picture editing workers engaged as freelance and employees.

·         Investigated complaints; pursued grievances, arbitrations, NLRB, and other legal actions.

·         Supervised Union Office staff.

·         Negotiated the merger of Locals 771 and Local 776 to form a national union.

 

As Trustee of the Motion Picture Editors Local 771 Welfare and Pension Funds – 1989 to 1998, I

·         Set policy for the Plans.

·         Set Policy for investment of the Funds.

·         Supervised Welfare and Pension Benefits Office Staff.

·         Met with members to address personal problems with the Plans.

 

As Associate Business Agent of the Theatrical Wardrobe Union Local 764, IATSE – 1985 to 1989, I organized and negotiated contracts for employees of motion picture and commercial producers, and of independent and network TV, and created the Local’s newsletter.

 

 

RELATED PRIOR PROFESSIONAL ACTIVITIES

 

·         As a Member of the Board of Directors of the New York AIDS Film Festival – 2003 to 2005, I assisted in fund raising for African Action on AIDS, in the production of the annual Festival, and in stage readings of new scripts.

·         As Steering Committeeman of the Annual Hispanic Businessperson’s Summit – 2003 to 2005, I was one of the organization’s liaisons to the television industry, providing speakers and assisting in the production of the annual conference.

·         As Steering Committeeman of the Center for Advanced Media, Pace University – 2001 to 2005, I participated in development and in the direction of the work towards the integration of traditional television crafts into Internet II technology.

·         As Chairman of Unions for the Performing Arts – 1987 to 2000, a 21-local union legislative action coalition, I co-drafted and achieved passage of amendments to the New York State Labor Laws, led grass roots lobbyists to fight for NEA, NEH, IMS, NYSCA, and NYCDCA funding, arts education policy and funding, OSHA funding and enforcement, toxic tort reform, universal health care, AIDS Research funding, and restrictions on the use of alien temporary workers.  I testified before legislative committees and Governor’s Task Forces.  I organized and chaired annual legislative conferences.

·         As 1998 Chairman of NYC Entertainment Industry Occupational Safety and Health Committee, as Board Director of Center for Safety in the Arts – 1990 to 1998, and as Local 771’s Representative to NYCOSH – 1995 to 1998, I lobbied for enforcement and educated members; certified in Basic OSHA Training and the requirements of Hazard Communication Standards.

·         As Steering Committeeman of the NYC Mayor’s Office of Film, Theatre and Broadcasting – 1991 to 1993, and Steering Committeeman of Production NY – 1991 to 1994, the coalition of Business, Labor, and Government, I worked to increase motion picture production in NY.

·         As Steering Committeeman of the NYS Governor’s/NYC Mayor’s Committee for Positive Action – 1990 to 1994, another Labor, Business, Government coalition, I developed programs and funding to increase minority participation in the technical crafts, addressing conferences and university audiences.

 

COMMUNITY ACTIVITIES

 

As Member of the Westchester County Electrical Licensing Board, I provide administrative support to the Westchester County Electrical Examining Board.

 

As Board Director of Prison Communities Inc.: Rehabilitation Through the Arts, I develop policy and program to offer incarcerated prisoners the opportunity to build social, communication, language, literacy, and leadership skills, and to gain knowledge and respect for themselves and community.

 

As Founding Member of the Board of Directors of the Sing Sing Historic Prison Museum Foundation, I help to raise private funding for the construction and program of the proposed museum.

 

As Associate Member of Independent Hose Firehouse #6, I play a supporting role in Ossining’s largest volunteer company of emergency first responders.

 

As Member of The Rotary Club of Ossining, with the motto “Service Above Self,” I raise money for and participate in community-based projects and national emergency response.

 

As Member of The Ossining Athletic Booster Club, I support sports activities of Village students.

 

As President of The Sparta Association1999 to 2004 (Vice President, 1997 to

1999), I led a large neighborhood association of historic Ossining, NY to lobby on issues

affecting the Village, and the locale in particular, such as Sparta Park, traffic, redevelopment

of the Arcadian Shopping Center, and historic preservation.
